The 3-1-1 on travel is in effect for your carry-on luggage.
If you haven't travelled by air in a while and you're planning on bringing only carry-on items, make sure you're in compliance with new TSA regulations.
When it comes to liquids, you're allowed only 3 ounces or less of a liquid. Liquids includes anything from drinking water (yes!) to suntan lotion, shampoo, toothpaste or hair gels.
The limit is 3 ounce bottle or less; 1 quart-sized, clear, plastic, zip-top bag; 1 bag per passenger placed in screening bin.
The one-quart bag per person limits the total liquid volume each traveler can bring. 3 oz. container size is a security measure. If you're not sure, play it safe and put all liquids (safely packed of course) in checked baggage!
Keep the 3-1-1 in mind when you pack. Customize your own packing lists by using this one as a starter:
Clothing
clothes (shirts, pants, skirts, etc.)
outerwear (sweater, jacket, hat, scarf, gloves, etc.)
